Sorry, HFSC?

I googled it, got a list of software using it, pf is not listed.

I don't think this is relevant to OpenBSD. Do you mean "how can I use
HFSC with pf?"? If you mean that, I think you are on your own. OpenBSD
has it's own schedualer that seems to work pretty well, anyway.
