There is transmission, which includes a simple command-line
interface, in the current ports tree.  If you don't have ports
installed, or aren't using OpenBSD 3.9, you could try building
it from source.

If you decide to install from source, you'll also need to
install the `jam' package, which is available on the OpenBSD FTP
mirrors (and CDs?), for OpenBSD 3.9.  Again, if you haven't
upgraded to 3.9, you'll need to build jam from source as well:
