openladp-server package flavor not functioning?

with respect to the "bdb" flavor  of openldap-server-2.3.11p4:

http://www.openbsd.org/3.9_packages/i386/openldap-server-2.3.11p4.tgz-long.html
says there is a flavor for the bdb backend

man (7) packages says that All package names follow the pattern
"name-version-flavor"...

But the command (and several variations on it):
# pkg_add openldap-server-2.3.11p4-bdb
yields this error:
Error from ftp://ftp.ca.openbsd.org/pub/OpenBSD/3.9/packages/i386/:
550 Failed to open file.
Can't find openldap-server-2.3.11p4-bdb
/usr/sbin/pkg_add: openldap-server-2.3.11p4-bdb:Fatal error

PKG_PATH=ftp://ftp.ca.openbsd.org/pub/OpenBSD/3.9/packages/i386/

We've tried 3 different ftp servers, with the same result.

Can anyone advise what we might be missing?
