openldap "development libraries" + openbsd

I'm trying to figure out what the phrase "openLDAP development
libraries" means in the context of xBSD.  I am preparing to install
courier-mta.  The courier docs say:

I'd like to use the package created for openBSD if at all possible.
There are only two (afaict).
openldap-client-2.3.11p4.tgz        Open source LDAP software (client)
openldap-server-2.3.11p4.tgz        Open source LDAP software (server)

The client package seems unlikely to contain the "development
libraries".  The documentation for the server package, however, makes no
reference to development libraries either.

Can anyone tell me if this package contains the necessary libraries?  I
hate to install and compile software on a future production system "just
to see if it works".

And further on this topic, I can't find on the openLDAP site any mention
of what constitutes the "development libraries", beyond installing the
"development code" for openLDAP.  This seems absurd on the face of it --
installing buggy, experimental code to be able to use courier.  Googling
with  "development libraries" site:openldap.org  seems to reveal an
RPM-centric collection of tips, helpful hints, etc.  that do not really
help to decide what it is that I actually need (at least, not without
days of reading and experimenting).  Has anyone figured this out already,?
