Sorry for no included messages on this thread.

1.  apt-get is not a gui .... from first line of man
apt-get 
"APT package handling utility -- command-line
interface"

2.  pkg_add is no harder, IMO, than apt-get to use. 
If all you are missing is the automatic download in
the update facilities then think about how you might
manage that within your organisation - local server
mirroring the packages and ports trees with user
tracking for installed packages/ports (securely
written scripts as cron jobs) for instance?

3.  If your users are capable of using apt-get then
they are also capable of using pkg_add.

4.  It may be that you are a Linux admin who has got a
new job with OpenBSD admin responsibilities.  Once
again OpenBSD is not Linux.
