when a build requires a -devel package, what do you do?

I attempted to build a plugin for Gimp, called "David's Batch
Processor".  I have g++ installed, but the compile screams about the
gimp-devel package not being found.  What does one do in that case?
Modify the Makefile?  Install fedora_base, then the gimp-devel
package???

Any ideas...?  I'm sure I'm not the only person to run up on this issue...
