when a build requires a -devel package, what do you do?

Dave, thanks for the assist...
I am trying to build this from scratch... but the guy that made it
says that I need the -devel packages... The guy only uses Linux...
Here is what he wrote...

You are missing the header files and you do need the
"development" files for both Gimp and GTK
I am sorry, but I have no experience with BSD
so can only offer the "Go Google" advice

Someone else suggested installing "gmake" and using that.
