Heck, the BIOS may not even be _that_ smart:  It might just turn them on
full blast all the time.  It's a good 'default' position; all it does it
wear the fan motors down a little, and those rarely break in modern
equipment.  (And when they do, they are easily replaced for cheap.  Unlike
the CPU...)
