The reported SpeedSteps are not related to acpi. You do not need acpi to
throtle the cpu. Just use "sysctl hw.setperf"

apmd(8) has the ability to adjust hw.setperf dynamically (regardless of
whether you have apm or not). I prefer the "cool running" mode which
keeps the speed at the lowest unless it is needed by some cpu intensive
operation. Check the manual page for details. Setting
  apmd_flags="-C"
in /etc/rc.conf.local is the way to start it at every boot.
