ntpd with -s switch

Hello,
I had problems to boot my OpenBSD 4.2 stable box. It was stucked in phase
where NTPD daemon was starting.
Later on I've found that my network connection is lost. In my rc.conf.local
file was setup to star ntpd with -s flag
to set the time with start of OS.
I had to boot into single user mode and remove ntpd from rc.local.conf
I'd like to know if there is some timeout value which should solve this
issue without my intervention.
I was waiting about 3 or 4 minutes but nothing happened.
In man for ntpd is nothing about this issue.
