~/ is your home directory for the user. So it would be /home/bob
You will need to move the file to /home/bob.
As a good habit, for things like that you shouldn't need to be root
and as such it won't let you make these kinds of mistakes.
It can also help for when you typo on a path -- which, as humans,
we've all done from time to time.

with "fvwm X" and replace X with the application in mind or whatever
