Yes, I have been confused by the presence of a populated 'a' partition
as well, & posting to misc@ never provided an answer.  *Careful* study
of the example found in Section 4.5.2 of the FAQ:

http://openbsd.org/faq/faq4.html#Disks

...will reveal that *any* partition found upon entering disklabel
should be deleted *except* leave partition 'c' as is.  I have done it
this way for years without any issue.
