nov meat and election information

howdy kiddies, its that time of year again for the november sfobug 
meet.  the topic is 4.0 release, with a 4.0 cdset giveaway.  
additionally, since tuesday is voting day, go vote in the morning, then 
toss your hat in the ring for an election that matters!  yes, thats 
right, I've been prez for a year now, and its time for someone else to 
be punished.  dooties include deciding topics for meetings, and showing 
up.   (also, you get to think of the horrible puns for the meating 
announcements.)

the prez must show up to every meeting, and must be an active member.  
only active members can vote for the prez.  'active member' is defined 
by showing up to at least one meeting before the election.  (note: this 
time is just to declare you're interested in it, we'll hold the actual 
election in december.)
